Accessibility is not a feature we added
TLB is committed to promoting accessibility through inclusive communication, assistive technology and digital platforms that support different ways of accessing information.
Our digital experiences are designed with accessibility principles in mind, including support for screen readers, captions and accessible content formats.
TLB exists to advance the rights of persons with visual impairment. An organisation that argues for accessible public services cannot publish an inaccessible website, so accessibility is the acceptance standard for every page here — not a final step.

Adjusting this site
Set this website up to suit you
The accessibility bar at the very top of every page changes how this site looks and behaves. Your choices are saved in your browser and applied before the next page appears.
Text size
Increase text to 125%, 150% or 200%. The whole layout scales with it, so nothing is cut off and you never have to scroll sideways.
Colour theme
Switch between the standard light theme and a dark theme. The site stays light unless you choose otherwise.
High contrast
Raises every colour pair well beyond the minimum standard and adds visible borders where colour alone would otherwise separate things.
Underline all links
Underlines every link in the page content, not just when you point at it.
Reduce animation
Turns off movement and transitions, and stops anything that rotates on its own. This is applied automatically if your device already asks for reduced motion.
Read page aloud
Reads the main content of the page out loud, and marks the passage it has reached. You can pause, resume and stop at any time, and choose a slow, normal or fast speaking pace. Reading stops on its own when you move to another page.
Read selected text
Highlight any passage on the page and choose Read selection to hear just that part.
Your browser's own tools
Browser zoom, your operating system's text size, and your screen reader all work here as well. These settings add to them rather than replacing them.

How this website is built
Structure and navigation
- Every page uses proper headings and landmarks, with one main heading per page.
- Skip links jump straight to the main content, the navigation or the footer.
- Menus open on click, Enter or Space — never on hover alone.
- Everything is reachable and operable with a keyboard, with a clearly visible focus indicator.
Reading and seeing
- Text can be enlarged to 200% without losing content or needing to scroll sideways.
- All colour combinations are checked against WCAG 2.1 AA automatically, in light, dark and high-contrast themes.
- A high-contrast mode and a dark theme are available, and links can be permanently underlined.
- Information is never conveyed by colour alone.
Images, media and documents
- Every image carries alternative text, and the publishing system will not accept an image without it.
- Decorative images are hidden from screen readers so they are not read out needlessly.
- Video and audio published on this site carry captions and a transcript.
- Publications are offered in an accessible format alongside any PDF, so nothing is available only as a scanned document.
Motion and forms
- Anything that moves automatically can be paused, and stops when you hover over it or move into it with a keyboard.
- If your device asks for reduced motion, animation is switched off entirely.
- Form fields have visible labels, and errors are listed at the top of the form with a link to the field concerned.
- There is no visual-only CAPTCHA anywhere on this site.
Conformance
How this site measures up
This website is built to meet Web Content Accessibility Guidelines (WCAG) 2.1 at level AA. Colour contrast is verified automatically every time the site is built, and the build is rejected if any combination falls below the standard.
An independent audit, including testing with screen readers and by keyboard alone, is scheduled before launch. We will publish the results here and list anything that does not yet conform. Until that audit is complete, we describe this site as working towards WCAG 2.1 AA rather than claiming full conformance.
Some material published before this website was rebuilt may not yet meet the same standard. If you come across an older document you cannot read, tell us and we will provide it in a format that works for you.
